If they just wanted to outsource all their problem-fixing, they could've had us do a stupid competition even with all our powers. Handicapping us like this makes it feel more like a game to them.
I'm used to being outsourced. That's sort of what we're meant for. But we've never had to be in a situation we couldn't use our training or our powers or our weapons. So what gives? What makes this place so special the rules can get changed?

It could be. But it could also just be someone genuinely trying to help. A city official or something. Either they don't care about us as long as we clean things up, or they don't even realize what a mess they're making.

From what I heard, Oceanside City was destroyed in a villain attack about a month ago. If this is the state of the city now after that long of a time, they're probably in more trouble than we really think they are.

Hmmm...so they bring us all in as a last ditch effort to prop the place up? Keep the bad guys out long enough for them to rebuild? It's a solid plan, I guess...you know, aside from the part where it's happening to us.

It's possible. The worst part is that it makes sense and it's a strategy that could probably work. The leaders have been here for some months already, and if it's only been the eight of them I can see why they need the extra help. What I don't see is why they waited so long, and why us. Nobody's been able to answer that part for me either. It's not like everyone here has had experience with this kind of thing before.

If people are struggling with how to use theirs, they could even find people with something similar to train that way. Learn to use their abilities even better to carry them through the competition.
