Why would a villain bring 40-something people in for a hero competition all about fighting villains?

Just because someone's incompetent doesn't mean they can't do some serious damage.

There are different kinds of incompetent. Some kinds can't get anything done, whether it's a good idea or a terrible one.

Either way, I still think the mayor or whoever being behind this is more likely than a villain who's just gonna get demolished in a hero competition.

It's just dark and creepy. And practically no one else lives there so whenever I hear a noise at night I'm like - was that a person? Or a ghost? Or a rat?
